Tom Baker is an anagram of Romba Ket which is how Dundonians pronounce Roger Kettle.

The Doctor Who episode in which the Master was revealed was called "Utopia".

An anagram of "Beau Peep Notice Board" is "Utopia Beacon Beep Red". He is clearly using this board to contact alien invaders.

Daleks scared me so badly when I was a kid that to this day I don't like to vacuum.

That's it! Roger is going to take over the world with an army of vacuum cleaners in an episode called "Destiny of the Hoovers". He is going to clean the world to death.
