"an" I am God delusion, surely, even if the quote is inserted before the word beginning with a consonant?

No, "an" would be wrong here, since I did want it to read as "anI". The use of "a" creates a pause before the quote to create emphasis. cf Mayhew 1872 "The Art of Poetry" p. 192-195.
