How many times do you have to read this to get its meaning?
Obesity rates among young people in the North East are so alarming doctors here think we should be operating on extremely overweight teenagers.

As for the sentence you quote, a comma after the word "alarming" would probably sort it out.

The word "that" would work better. The first time I read it I thought "so" was similar to my students' use of it in "He's so not going to be in my good books."
