Bizarre Autocue malfunction.
I suspect it was supposed to read: "Drug use among children has been on the increase almost yearly, with obvious alarm to both parents and many in education..."
I never watched the programme,so I've no idea if this might have been deliberate or not.

It was deliberate. Look at the charts in the background. It was satirising useless documentaries made merely to alarm people and get ratings.

Yes, I got the satire (I did watch the whole thing), but I didn't see why they needed to begin with a completely nonsensical sentence as part of the parody. Seemed an unnecessary distraction, and something more befitting the Two Ronnies.

He is satirising the fact that these documentaries state things in an alarming and emotive way that if analysed mean little or nothing. He's taking it to the extreme - all the "alarming words" and no actual meaning, or graphs that seem to show something alarming but are meaningless.
