"Bum" does not mean the same thing in America as it does in the UK. "Bum" means a hobo or a worthless person, but in this case the expression simply means somewhere extremely remote or somewhere "out in the sticks" - a worthless place.

We have that expression in England as well. It became more well known and widespread here as more and more people met Peepmaster.
